roadmap(#174-framing): lock authoritative framing + branch name

Per gaebal-gajae cycle #101 framing pass. Adds stable framing that
captures scope + root cause + visible effect + surface in one line.

Locks branch name: feat/jobdori-174-resume-trailing-cli-parse

Next-branch prep steps documented so post-168c-merge execution is
zero-friction (classifier branch + regression test pattern already
established by #169/#170/#171).

- **Root cause:** parse failures not classified as `cli_parse`

- **Surface:** JSON output (`--output-format json`)
**Proposed branch name:** `feat/jobdori-174-resume-trailing-cli-parse`
This naming follows the established `feat/jobdori-<number>-<brief>` convention and surfaces the fix scope in the branch name itself (no need to read ROADMAP to understand what merges).
**Next-branch prep (after 168c merge):**
1. Create `feat/jobdori-174-resume-trailing-cli-parse` from main
2. Add classifier branch:
