+**Exact pinpoint:** `runtime/src/lane_events.rs` defines a 20-variant `LaneEventName` enum (lane.started through lane.closed, ship.* provenance events) and `LaneEventStatus`, but no `emit()` path, event bus, or subscriber registration exists in the runtime. Events are constructed but never dispatched. This is the root cause of #314: `claw lanes` always returns empty because the emission routing is a stub — there is no sink to write to and no reader to query.
